EC Education project in Greenland
2.1 Global objective
To assist the GHRG to plan, implement and report on the Greenland Education Programme.
2.2 Specific objective(s)
The first objective is to assist the GHRG in future strategic planning, more specifically to assist in the establishment of a Mid Term Expenditure Framework for the period 2008-2011 for the whole education sector.
The second objective is to assist the GHRG with inputs in view of preparing the 2008 Financing Decision.
The third objective is to assist the GHRG to establish an Annual Work Plan for 2008.
The fourth objective is to assist the GHRG to report on the Greenland Education Programme, namely in the drafting of the 2007 Implementation Report.
2.3 Requested services, including suggested methodology
The assignment will be carried out through three missions in the field and additional deskwork from the home offices of the experts.
During the assignment, the experts will work closely with the beneficiary, in particular the Ministry of Labour and Vocational Training, and the Ministry of Finance, but also other bodies that will be identified and communicated by the GHRG.
The contractors will review the documentation that will be made available to them (see non-exhaustive list of basic documents in annex) by the contracting authority as well as all relevant documentation and information provided during the assignment by the beneficiary. If necessary, the contractor should request the beneficiary to provide them with additional documentation that they deem essential to fulfil their task. The contractors will also pay particular attention the existing European Commission policy documents and tools (and of other organisations) in the field of sector and budget support such as the "Guidelines for European Commission Support to Sector Programmes" 2007 and the "Guide on General Budget Support" 2007.
The experts will in particular, assist with the following tasks where tasks A and B will be addressed jointly with one single field visit and report. Task C and Task D will be carried out through two separate field visits for which two separate reports will be prepared.

C. Assist the GHRG to establish the 2008 Annual Work Plan (AWP).
D. Assist in the drafting of the 2007 Annual Implementation Report (AIR).
3. EXPERTS PROFILES
3.1 Number of requested experts per category and indicative number of man-days per expert.
The number of days granted for international travel will depend on the home base of the experts. The debriefing will take place if it is deemed necessary by the contracting authority.
The contractor will suggest who will be the team leader.

3.2 Profile required (education, experience, references and category as appropriate)
Expert 1 • Education/ public finance specialist
Education
• Masters level, public finance or macro-economics or similar preferably with a specialisation in education, vocational training or labour market
Experience and knowledge
• Senior education/ public finance specialist with at least 15 years relevant work experience with at least ten years working on public sector finance preferably related to education/ vocational training/ labour market initiatives
• Specific experience or knowledge of establishing sector MTEFs preferably in the education field.
• Experience or knowledge of making assessments on sector budget support eligibility as regards macro-economic framework and public finance management.
• Previous experience of working with EC aid procedures including on global or sector budget support an asset.
• Specific experience of working in Greenland and/or other Overseas Countries and Territories is an asset.
Languages • The working language of this assignment will be English, therefore a high level of written and spoken English will be essential.
• Working knowledge of Danish preferred.

• At least ten years of work experience of programme management in education/ vocational training or labour market initiatives with training components/ and with practical experience of planning implementation and reporting on such activities.

• Ability to assess the institutional capacity of institutions involved in implementation of education sector programmes.
• Previous experience of working with EC aid procedures including on global or sector budget support an advantage.
• Specific experience of working in Greenland and/or other Overseas Countries and Territories is an asset.
Languages • The working language of this assignment will be English, therefore a high level of written and spoken English will be essential.
